S. 4194 — Inspector General Accessibility Reporting Act

This section states congressional findings that (1) the Department of State aspires to ensure its buildings and facilities, including overseas, are accessible for individuals with disabilities; and (2) the department has provided annual reports in 2024 (Report Number 006125) and 2025 (Report Number 006837) on the self-reported status of barrier-free accessibility at its overseas posts.

This section states the purpose of the Act as continuing regular oversight of Department of State posts to ensure they meet accessibility objectives and associated statutory requirements by requiring additional, predictable data points from independent inspections, such as those regularly completed by the Department of State's Office of Inspector General.

This section adds definitions to the Foreign Service Act of 1980 for (1) Access Board (i.e., the Architectural and Transportation Barriers Compliance Board established under section 502 of the Rehabilitation Act of 1973); (2) Accessibility Standards (i.e., standards established by the Access Board under the Architectural Barriers Act of 1968, section 508 of the Rehabilitation Act of 1973, or as deemed appropriate by the Secretary of State for compliance with those laws); and (3) Architectural Barriers Act (i.e., the law enacted in 1968 requiring certain federally financed buildings to be accessible to individuals with disabilities). (Thus, the amendments facilitate application of U.S. disability access requirements to Foreign Service facilities and operations abroad.)

This section expands the subject matter of inspections, investigations, and audits by the Inspector General of the Department of State and the Foreign Service to include the extent to which Foreign Service posts, bureaus, and other operating units meet accessibility standards, including building and facility standards under the Architectural Barriers Act (i.e., requirements for federally financed facilities to be accessible to individuals with disabilities). (Thus, these periodic reviews—at least every five years—must now evaluate physical accessibility compliance in addition to financial management, efficiency, and legal adherence.)
