S. 4205 — No Funding to Honor Crime Scenes Act

This section abolishes the César E. Chávez National Monument in California (established by Presidential Proclamation 8884 in 2012) and transfers any unobligated amounts previously appropriated for the monument to the grant program under the DNA Analysis Backlog Elimination Act of 2000 (34 U.S.C. 40701). Those funds may not support monument operations or maintenance (except actions necessary to complete the abolishment) and instead must fund grants to states and units of local government for DNA analyses of crime samples (prioritizing sexual assault kits and unidentified-suspect cases), laboratory capacity building, backlog audits, and related purposes for inclusion in the FBI's Combined DNA Index System (CODIS).
