S. 4219 — Abraham Accords Defense Cooperation Act of 2026

This section defines three terms for purposes of the Act: (1) "Abraham Accords country" as a signatory to the Abraham Accords Declaration, done at Washington on September 15, 2020, or any regional, Arab, or Muslim-majority country that has sought to normalize relations with Israel since 2020; (2) "Initiative" as the United States-Abraham Accords Defense Cooperation Initiative established under section 3(a); and (3) "Secretary" as the Secretary of Defense.

This section establishes the United States-Abraham Accords Defense Cooperation Initiative to bolster defense cooperation between the United States and the militaries of covered countries pursuant to authorities in title 10, U.S. Code. The initiative's objectives include (1) deterring aggression by Iran and its proxies in the Middle East; (2) coordinating with the Comprehensive Security Integration and Prosperity Agreement; and (3) enhancing regional planning and cooperation among covered countries' military forces on long-term projects such as counter-unmanned aircraft systems capabilities, ground-based air defenses, theater ballistic and cruise missiles, intelligence, surveillance, and reconnaissance, special operations forces development, and joint air or naval exercises. Not later than 60 days after enactment, the Secretary of Defense must submit to the Armed Services Committees of the Senate and House a report on a strategy to achieve these objectives and the funding necessary for the initiative. It is the sense of Congress that the Secretary should require participating covered countries to contribute matching funds.
