S. 4231 — A bill to amend title 38, United States Code, to increase flexibility in the transferability of Post-9/11 Educational Assistance, and for other purposes.

This section increases flexibility for transferring unused Post-9/11 GI Bill (chapter 33 of title 38, U.S. Code) educational assistance benefits to dependents (i.e., spouses, children under age 26, and certain other family members) by promoting recruitment and retention in the uniformed services. Specifically, it (1) revises eligibility for service members from at least six years of service in the Armed Forces plus an agreement to serve four additional years (or as prescribed by regulation) to at least six years of service in the uniformed services; (2) permits transfers at any time (previously, only while serving as a member of the Armed Forces when executed); and (3) makes conforming amendments, including striking revocation limitations, joint liability provisions, and certain regulatory restrictions.
