This section prohibits executive agencies (as defined in 41 U.S.C. 133) from procuring covered unmanned ground vehicle systems (i.e., those manufactured or assembled by a covered foreign entity domiciled in or controlled by a covered nation, such as China or Russia per 10 U.S.C. 4872(f)) except as provided in subsection (e). Beginning one year after enactment, it further prohibits such agencies from operating those systems—including via contracted services—and from using federal funds awarded through contracts, grants, cooperative agreements, or otherwise for their procurement or operation. It exempts the Departments of Homeland Security, Defense, State, and Justice if the head of the agency determines the action is in the national interest and either (1) supports specified research, testing, counter-terrorism, or investigative activities or (2) the system is modified to prevent data transfer to covered foreign entities and poses no national security or cybersecurity risk.
