S. 4239 — Plug Offshore Wells Act

This section requires the Secretary of the Interior to submit to Congress, and publicly post on the Department of the Interior website, an annual report—not later than two years after enactment and annually thereafter—on offshore oil and gas decommissioning activities in the preceding calendar year. The report must describe (1) the number of required decommissioning applications under subpart Q of 30 CFR part 250; (2) the number of such applications received; (3) the number of wells, platforms, and pipelines not decommissioned by the required date under that subpart; (4) the number of wells and platforms approved for decommissioning in place under 30 CFR 250.1750; (5) the length of pipelines decommissioned in place under that section versus those removed under 30 CFR 250.1752 or 250.1754; and (6) the status of Bureau of Safety and Environmental Enforcement actions, including notices of noncompliance, orders, citations, civil penalties, and disqualifications related to decommissioning.
