S. 4244 — Protect Your Points Act of 2026

This section establishes consumer protections for frequent flyer programs and co-branded credit cards operated by covered air carriers (i.e., requiring disclosures, prohibiting certain practices, and mandating secure account access). Specifically, it requires covered air carriers to (1) disclose the financial value of points, miles, or other accrued value on their websites and mobile apps within 90 days of enactment, with real-time updates and central display of varying values across cards or program tiers; (2) prohibit expiration dates on such value; (3) allow consumers to transfer any amount of such value to other program participants without fees, penalties, or value loss (except limits to prevent fraud); (4) impose no fees or penalties to access, use, redeem, or redeposit such value; (5) display airfare and ancillary fee costs (e.g., for seating, baggage, Wi-Fi) in both dollars and points equivalents on booking pages within one year, shown concurrently with real-time updates; (6) publish the percentage of points redeemed by consumers in the prior 12 months within one year, updated annually; (7) enable purchases of airfare or ancillary fees using any combination of dollars and points within one year; and (8) require multi-factor authentication and other data security measures for accounts within 90 days. The section further prohibits changes to program terms of service, contracts of carriage, or devaluations of accrued value (e.g., reductions in dollar value, new redemption limits) without at least one year’s notice to consumers and directs the Secretary of Transportation to coordinate with the Consumer Financial Protection Bureau and Federal Trade Commission.
