S. 4253 — JROTC POWER Act

This section directs the Secretary of Defense, in coordination with the Secretaries concerned, to update Department of Defense guidance for the Junior Reserve Officers’ Training Corps (JROTC) program not later than 270 days after enactment of this Act. The updated guidance must include (1) an evaluation plan assessing the effects of the JROTC Standardized Instructor Pay Scale (JSIPS), or any successor pay system, on instructor recruitment and retention; and (2) standardized metrics measuring recruiting outcomes and retention rates across military services. (As background, JROTC provides citizenship and leadership training to high school students through elective courses led by retired or former military instructors.) The evaluation plan must include metrics, at a minimum, on (1) instructor vacancy rates and time-to-hire; (2) retention rates and length of service; (3) geographic variations in outcomes, including high-cost-of-living, rural, urban, and isolated areas; (4) comparisons to the legacy pay system; (5) recruiting efforts and applicant sourcing; (6) applicant progression through hiring stages; (7) offer acceptances and declinations, including reasons; and (8) other matters as determined appropriate by the Secretary. This section further requires the Secretary to submit reports to the Senate and House Armed Services Committees not later than one year after issuing the updated guidance and annually thereafter for two years. Each report must describe the guidance and its implementation status, provide baseline data and metrics, assess JSIPS effects on recruitment and retention, and include recommendations for legislative or administrative action.
