S. 4256 — Airmen Certificate Accessibility Act

This section amends 49 U.S.C. 44703 to establish that an FAA airman certificate (including a medical certificate) is sufficient when presented to an inspector in physical format or digital format (i.e., stored on an electronic device or, with sufficient connectivity, a cloud-based system, per FAA authentication and verification requirements). The section further directs the FAA Administrator to issue a final rule by November 30, 2028, updating regulations in 14 C.F.R. parts 61, 63, 65, 67, and 107, along with applicable guidance and policies, to implement this provision.
