S. 4295 — Stop Support for UNRWA Act of 2026

This section prohibits United States voluntary or involuntary contributions to the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), to any successor or related entity to UNRWA, or to the regular budget of the United Nations for the support of UNRWA or such successor or related entity. (UNRWA provides humanitarian assistance, education, health care, and other services to Palestinian refugees in the West Bank, Gaza, Jordan, Lebanon, and Syria.)

This section prohibits federal funds from (1) paying expenses for any U.S. delegation to a United Nations specialized agency, body, or commission chaired or presided over by a country that the Secretary of State has determined, under section 1754(c) of the Export Control Reform Act of 2018, has repeatedly provided support for acts of international terrorism; (2) serving as contributions to any organization, agency, commission, or program within the UN system chaired or presided over by a country that the Secretary of State has determined, under section 620A(a) of the Foreign Assistance Act of 1961, section 40 of the Arms Export Control Act, section 1754(c) of the Export Control Reform Act of 2018, or other provision of law, has repeatedly provided support for acts of international terrorism; and (3) providing privileges, exemptions, or immunities to any official, employee, or representative of UNRWA under the International Organizations Immunities Act or any other provision of law or Executive order.
