S. 4312 — Federal Mechanical Insulation Act of 2026

This section amends federal building energy conservation requirements under the National Energy Conservation Policy Act by (1) defining “mechanical insulation property” as insulation material, facing, or accessory product placed into service in connection with a mechanical system in a manner that meets or exceeds ASHRAE Standard 90.1 (as in effect on the date of enactment of the Federal Mechanical Insulation Act of 2026) and that reduces energy loss from the mechanical system; and (2) requiring agencies to identify energy- and water-saving measures—including installation of mechanical insulation property, if applicable—in comprehensive energy and water evaluations. (Thus, the amendment expands qualifying energy conservation measures for federal building retrofits.)
