S. 433 — National Manufacturing Advisory Council Act

This section establishes the National Manufacturing Advisory Council within the Department of Commerce, not later than 180 days after enactment of the Act, with the Secretary of Commerce consulting the Secretaries of Labor, Defense, and Energy; the United States Trade Representative; and the Secretary of Education. The council's mission is to (1) provide a forum for communication between the federal government and the U.S. manufacturing sector (including workers) and propose solutions to manufacturing-related problems such as workforce issues, supply chain interruptions, and regulatory challenges; (2) advise the Secretary on federal policies and programs affecting U.S. manufacturing; and (3) annually produce a national strategic plan with recommendations to the Secretary and specified congressional committees on maintaining U.S. manufacturing preeminence globally. Council duties include (1) meeting at least every 180 days to advise the Secretary on manufacturing issues; (2) assessing impacts of technology, production capacity, skills, investments, and defense needs on U.S. manufacturing competitiveness; (3) soliciting public, private sector, and academic input on manufacturing trends and federal responsiveness; (4) identifying global and domestic manufacturing trends; and (5) advising on manufacturing workforce matters such as worker participation in technology deployment, training priorities, technology impacts, access to jobs and advancement for low-income and new entrants in urban and rural areas, and demand-driven education, training, and retraining (e.g., at community colleges, apprenticeships). The council must also recommend ways to provide manufacturing-related worker education, training, development, and entrepreneurship training and connect individuals and businesses to such services in their communities.
