S. 4341 — Faster Department of Veterans Affairs Construction Act of 2026

This section directs the Secretary of Veterans Affairs to use commercial codes and standards—such as those from the National Fire Protection Association, International Code Council, American Society for Testing and Materials, or American Society of Civil Engineers—instead of or in addition to federal codes and standards (i.e., agency-specific, VA-specific including the Technical Information Library, or Federal Guidelines Institute standards) for VA facility construction or alteration, where such commercial codes do not conflict with statutory or regulatory requirements. It requires the Secretary to conduct at least three pilot projects in each of FY2027 through FY2031 using commercial codes for major construction, minor construction, or major lease projects and to submit annual reports to the Senate and House Veterans' Affairs Committees within 90 days after the end of each such fiscal year detailing use of this authority and any pilots initiated, ongoing, or completed that year.
