This section appropriates mandatory funds, available through the end of the fiscal year appropriated, to the Agricultural Research Service, Economic Research Service, National Agricultural Statistics Service, and National Institute of Food and Agriculture—agencies within the Department of Agriculture that conduct agricultural research, economic analysis, statistics, and grants for research, education, and extension—for their programs, projects, and activities as follows: (1) for FY2027, 105% of the new budget authority provided in FY2026 appropriation acts for each agency, increased by any FY2026 increase in the Consumer Price Index for all urban consumers (CPI-U); (2) for each of FY2028 through FY2036, 105% of the amount appropriated under this section for the prior fiscal year for that agency, increased by any CPI-U increase during that prior fiscal year; and (3) for FY2037 and each fiscal year thereafter, the amount appropriated under this section for the prior fiscal year for that agency, increased by any CPI-U increase during that prior fiscal year.
This section exempts from sequestration appropriations made available under section 2(a) of the America Grows Act of 2026 by adding them to the list of exempt accounts in the Balanced Budget and Emergency Deficit Control Act of 1985. The exemption applies to any sequestration order issued on or after the date of enactment.
This section exempts the budgetary effects of this Act from entry on (1) either PAYGO scorecard maintained pursuant to section 4(d) of the Statutory Pay-As-You-Go Act of 2010 and (2) any PAYGO scorecard maintained for purposes of section 4106 of H. Con. Res. 71 (115th Congress). (As background, PAYGO scorecards track the fiscal impacts of legislation to enforce congressional budget rules requiring new spending or tax cuts to be offset.)
