This section establishes Medicare Part B coverage, effective January 1, 2027, for home resiliency services (e.g., heat pumps for extreme temperatures, solar batteries for electrical medical equipment, energy-efficient cold storage for heat-sensitive supplies) furnished to beneficiaries determined by the Secretary to be medically at-risk during a climate or manmade disaster. It directs the Secretary, in consultation with the NIH Director, CMS Administrator, and NOAA Administrator, to establish a process for identifying such at-risk individuals based on geography-specific climate risks, regional disaster history or predicted risks over 20 years, reliance on temperature- or power-sensitive medical equipment or supplies, and chronic conditions or disabilities; and provides for payment at 100% of the lesser of the actual charge or a fee schedule amount established by the Secretary.
