S. 4359 — Home Modifications for the Climate Crisis Act

This section expands authorized home modification services for older individuals under the Older Americans Act (OAA)—which provides grants to states for supportive services enabling older adults to live independently—by adding three new purposes: (E) installing air-quality monitors and improvements such as ventilation upgrades, home electrification, and pest management to address pollutants from gas appliances and pesticides; (F) ensuring adequate cooling, heating, air quality, and energy efficiency through low-emission technologies; and (G) assisting with utility expenditures via the Low-Income Home Energy Assistance Program or related programs administered by the Departments of the Interior or Energy. The section further extends such services to multi-family dwellings, rental units, and homes occupied by an older individual living with a non-older resident.
