S. 436 — A bill to amend title 10, United States Code, to modify the organization and authorities of the Assistant Secretaries of Defense with duties relating to industrial base policy and homeland defense.

This section modifies the organization and authorities of certain Assistant Secretaries of Defense by (1) establishing the Assistant Secretary of Defense for International Industrial Base Development and Engagement, who reports to the Under Secretary of Defense for Acquisition and Sustainment and whose principal duty is to strengthen the U.S. defense industrial base through cooperation with security partners and allies, including Taiwan; (2) renaming the Assistant Secretary of Defense for Strategy, Plans, and Capabilities as the Assistant Secretary of Defense for Strategy, Plans, Capabilities, and Homeland Defense, whose principal duties include advising on defense strategy and capabilities, overseeing homeland defense and support for civil authorities, and advancing related issues with other agencies, allies, and governments, with all statutory references deemed updated accordingly; (3) eliminating the position of Assistant Secretary of Defense for Homeland Defense and Hemispheric Affairs; and (4) expanding the responsibilities of the Assistant Secretary of Defense for International Security Affairs to include Western Hemisphere affairs.
