This section states the purposes of the Act as (1) establishing and expanding primary care team education centers to enhance the capacity of community-based ambulatory patient care centers to train the next generation of health professionals for community needs and to develop innovative employment, appointment, and compensation models for primary care preceptors; and (2) improving access to care by increasing health professional students' clinical education experiences in multidisciplinary primary care settings.
This section establishes a grant program within the Public Health Service Act to support eligible entities (i.e., certain federally qualified health centers, rural health clinics, and other primary care providers) in establishing and expanding primary care team education centers (i.e., facilities training interdisciplinary primary care teams of two or more providers delivering coordinated care). Grants are for up to five years and up to $1 million annually and must be used to (1) develop partnerships with institutions of higher education or qualified health organizations to address clinical faculty, site, and preceptor shortages via innovative recruitment, retention, and compensation models (including preceptor salaries), and to integrate student training curricula with supports such as housing or transportation; (2) expand roles for non-traditional primary care team members such as school nurses and community health workers; and (3) promote career advancement for center staff. In awarding grants, the Secretary of Health and Human Services must prioritize applications addressing regional health profession shortages (especially for disadvantaged-background workers) and providing preceptor training; recipients of certain other HHS grants are ineligible; the Secretary must provide technical assistance (using no more than 5% of funds); and the Secretary must submit annual reports to Congress on grant activities, including student and staff participation numbers. The section authorizes $10 million for FY2027, $25 million for FY2028, and $50 million for a subsequent fiscal year.
