This section establishes an apprenticeship advisory committee within the Department of Labor consisting of 16 members appointed by the Secretary of Labor: (1) 4 from state workforce agencies (including 2 from states with a state apprenticeship agency); (2) 2 from statewide longitudinal data systems specializing in privacy, security, and interoperability; (3) 2 sponsors of registered apprenticeship programs (including 1 intermediary); (4) 2 sponsors from industries with historically low proportions of such programs that experienced high growth in the five years before enactment; (5) 2 from labor organizations and labor-management organizations; (6) 2 from industry (including 1 from a low-proportion, high-growth industry); and (7) 2 from institutions of higher education that work with such sponsors. (Registered apprenticeship programs provide structured on-the-job training and related instruction registered with the Department of Labor or a state apprenticeship agency.) Committee members serve for the life of the committee, with vacancies filled in the same manner as initial appointments. Not later than two years after enactment, the committee must submit a report to the Secretary and Congress with recommendations to (1) incentivize states to standardize and integrate registered apprenticeship data with specified federal and state systems (e.g., Workforce Integrated Performance System, unemployment insurance claims, TANF, SNAP); (2) improve such standardization through better user interfaces, reduced reporting burdens, and timely data collection; (3) enable programs to collect outcomes data on retention and pay; (4) track outcomes of similar paid training programs and incorporate them into state longitudinal data systems; (5) integrate apprenticeship data into K-12 and postsecondary student records; (6) include and analyze such data in statewide longitudinal systems; and (7) increase individuals' access to their learning and employment records. The section authorizes the detail of federal employees to the committee without reimbursement and allows travel expenses for members at standard federal rates.
This section directs the Secretary of Labor, in consultation with the Secretary of Education and not later than 30 days after receipt of the report under section 2(d), to (1) issue a policy plan based on the recommendations in such report; and (2) submit to Congress a request for targeted appropriations to empower and incentivize states to carry out the recommendations in the policy plan.
This section directs the Secretary of Labor, in collaboration with the Secretary of Education, to consider recommendations in the data standardization and integration policy plan issued under section 3 of the ADVICE Act when administering the national apprenticeship system established under the National Apprenticeship Act.
