This section revises the TEACH Grants program (i.e., Teacher Education Assistance for College and Higher Education Grants) by (1) defining eligible institutions as those providing high-quality teacher preparation, including clinical experience, pedagogical coursework, supervision, and mentoring, while being financially responsible; (2) defining post-baccalaureate programs as non-graduate teacher certification courses offered by non-education baccalaureate institutions; (3) setting grant amounts at $4,000 per year for the first two years and $5,000 per year for the next two years of undergraduate or post-baccalaureate study, or $5,000 per year for certain teacher candidates; (4) requiring prepayment of at least 85% of funds to institutions (with reimbursement or direct student payment options); (5) prorating grants for part-time enrollment; and (6) limiting grants, in combination with other aid, to the student's cost of attendance. (As background, TEACH Grants support students committing to teach for four years in high-need fields at low-income schools, converting to loans if the obligation is unmet.) The maximum eligibility period equals the time required to complete the first undergraduate or post-baccalaureate degree.
