This section expands congressional review requirements under the Countering America’s Adversaries Through Sanctions Act for sanctions related to the Russian Federation. (1) It adds any Executive order addressing the national emergency declared in Executive Order 14024 to the list of sanctions subject to review. (2) It subjects energy-related actions, including licensing actions on crude oil, petroleum products, natural gas, or other energy products of Russian Federation origin, to review during the period beginning on the date of enactment and ending when the Secretary of State certifies to the appropriate congressional committees and leadership that the Government of the Russian Federation has ended its war in Ukraine and credibly committed to a just peace settlement that includes compensating Ukraine for war damages. (3) It creates an exception permitting such energy-related actions during the initial review period without a joint resolution of disapproval when the actions address crew health or safety on energy transport vessels, emergency repairs or environmental mitigation, or urgent economic impacts in a foreign jurisdiction other than the Russian Federation.
