S. 4423 — A bill to amend the Research and Development, Competition, and Innovation Act to require each institution of higher education to certify as part of an application for a research and development award that such institution does not operate certain branch campuses, and for other purposes.

This section establishes a research security requirement for institutions of higher education. Not later than two years after the date of enactment, each head of a Federal research agency must require any such institution applying for a research and development award to certify that it does not operate a branch campus in the Bolivarian Republic of Venezuela, the Democratic People’s Republic of Korea, the Islamic Republic of Iran, the People’s Republic of China, the Republic of Cuba, the Republic of Turkey, the Russian Federation, the State of Qatar, or any other country the Secretary of State determines appropriate. The term “branch campus” is defined as a permanent, geographically separate unit of an institution that offers courses leading to a degree, certificate, or other credential and maintains its own faculty, administration, budget, and hiring authority.
