This section revises consumer information requirements for institutions of higher education regarding completion and graduation rates. It expands section 132(i)(1)(J) of the Higher Education Act of 1965 to require public disclosure of the percentages of first-time and non-first-time, full-time and part-time, degree- or certificate-seeking undergraduate students who obtain a degree or certificate within 100 percent, 150 percent, and 200 percent of normal program completion time (with an additional 300 percent category for programs shorter than 4 years), displayed consistently and with equal visibility. It also updates section 485(a) to require that institutions provide each such rate applicable to the student and program type, replacing the prior reference to rates within 150 percent of normal time.
