This section establishes the National Artificial Intelligence Research Resource (NAIRR) within the National Science Foundation (NSF), to be implemented not later than one year after enactment of the underlying Act. The NAIRR connects U.S. researchers and educators to computational resources, data, software, models, testbeds, and educational resources contributed by executive agencies, state governments, and nongovernmental entities, with the goals of advancing AI research and developing AI skills for the U.S. workforce. NSF's Program Management Office, housed in the Office of Advanced Cyberinfrastructure, oversees NAIRR operations, including budget development, coordination of contributions, delegation of tasks via competitive processes, policy establishment, and annual public reporting on progress and available resources. Eligible users include U.S.-based researchers, educators, and students affiliated with institutions of higher education, nonprofits, federal entities (including Congress and judicial agencies), federally funded research and development centers, certain small businesses funded by federal programs (e.g., SBIR/STTR), or qualifying consortia; access requires an application process, adherence to research security standards under National Security Presidential Memorandum-33 (or successor), and exclusion of individuals employed by or acting on behalf of countries listed under 10 U.S.C. 4872(f)(2).
