S. 4452 — Let Experienced Pilots Fly Act

This section increases the maximum age for pilots in multicrew covered operations under part 121 of FAA regulations to 67 years of age (from 65), deems FAA regulations at 14 C.F.R. §121.383(d)-(e) amended accordingly, and permits air carriers employing pilots in specified large-scale part 135/91K covered operations (i.e., those conducting at least 75,000 turbojet operations in 2019 or later) to elect a maximum age of 70 (effective one year after notice to FAA, irreversible). (Covered operations exclude part 121 flights in foreign airspace where prohibited or noncompliant with international aviation standards.) The section applies nonretroactively, allowing pilots who reach age 65 before enactment to continue only if already employed in such operations by that air carrier or newly hired without prior seniority credit; provides liability protection for compliance; requires conforming changes to pilot labor agreements or benefit plans by mutual agreement; maintains existing FAA-approved safety training; prohibits age-based changes to medical standards or exam frequency unless FAA determines post-enactment data warrant them for safety; and requires pilots aged 60 or older to hold a first-class medical certificate expiring after six months.
