S. 447 — Jobs and Opportunities for Medicaid Act

This section requires state Medicaid plans, beginning January 1, 2026, to deny medical assistance for a month to an able-bodied adult who does not meet a work requirement of at least 20 hours per week (based on monthly average) through employment or volunteering. It defines an able-bodied adult as an individual who is not (1) under 18 or over 65 years of age, (2) medically certified as physically or mentally unfit for employment, (3) pregnant, (4) the primary parent or caretaker of a dependent child under 6 years of age or of a dependent child with a serious medical condition or disability, (5) receiving unemployment compensation while complying with its work requirements, or (6) participating in a drug or alcohol treatment program. (Thus, the requirement applies to certain non-exempt, non-disabled adults eligible for Medicaid, including under the ACA expansion.)
