S. 4473 — China-Africa Mining Transparency Act

This section directs the Secretary of State to submit annually to the relevant congressional committees and make publicly available, for a 5-year period beginning on the date of enactment, a list of each PRC entity reasonably assessed to be carrying out large-scale or artisanal and small-scale mining of critical minerals, gold, or iron in the Democratic Republic of the Congo, Nigeria, Guinea, Zambia, South Africa, Zimbabwe, or any other African country using forced labor or causing environmental harm to a protected area, as well as each associated mine, mining zone, or concession. In developing each list, the Secretary must use open-source information and embassy reporting and consult with the Secretaries of Labor, Commerce, and the Treasury, the Director of National Intelligence, and their foreign counterparts.
