This section expands the Safe Routes to School program under section 208 of title 23, United States Code, to address school bus routes and stops. It defines a school bus route as a designated course regularly traveled by a school bus to transport students to and from school or approved bus stops. It adds as an authorized program purpose the planning, development, and implementation of projects that support safer school bus routes and stops. It authorizes the use of program funds for infrastructure-related projects that improve the ability of students to safely wait for and board a school bus, including sidewalk improvements, traffic calming measures, pedestrian crossings, waiting areas, and traffic diversion on school bus routes, as well as for noninfrastructure activities such as public awareness campaigns, traffic enforcement near school bus routes, and student education on school bus safety rules. It also incorporates safe routes to school infrastructure projects into the Highway Safety Improvement Program under section 148 and adds school bus stop safety to the definition of road users.
