§2.Appropriations for Innovation
This section authorizes and appropriates specified amounts for the National Institutes of Health, Centers for Disease Control and Prevention, research, development, test, and evaluation program of the Department of Defense health program, and medical and prosthetics research program of the Department of Veterans Affairs for fiscal years 2027 through 2036, with amounts for fiscal year 2037 and each subsequent fiscal year increased by the percentage change in the Consumer Price Index for all urban consumers. The appropriations total $52,467,132,000 for NIH, $9,911,621,307 for CDC, $2,939,358,093 for the Department of Defense program, and $1,071,765,000 for the Department of Veterans Affairs program in fiscal year 2027, with successive annual increases reaching $102,288,934,502, $19,323,510,625, $5,730,508,023, and $1,984,218,681 respectively by fiscal year 2036; all amounts remain available until expended. This section also exempts the appropriations from sequestration under the Balanced Budget and Emergency Deficit Control Act and from statutory and Senate PAYGO scorecards.
