This section requires the Secretary of Defense and the Under Secretary of Energy for Nuclear Security to jointly submit a report to the appropriate congressional committees within 120 days of enactment assessing the dangers to U.S. national security, allies and partners, and civilian populations posed by existing nuclear reactors or those scheduled for completion within the following 10-year period and located in regions that have experienced armed conflict in the preceding 25 years (including attacks by Russia on Ukraine and conflict in the Middle East between Israel and Iran), contested areas likely to experience armed conflict, or areas that would be involved in specified possible conflicts (an attack by Russia on Estonia, Latvia, Belarus, Lithuania, or Poland; a conflict between India and Pakistan; a conflict over Taiwan; or an attack by North Korea on South Korea). The report must also identify steps the United States or its allies and partners can take to prevent, prepare for, and mitigate such risks. The report must be submitted in unclassified form but may include a classified annex.
