S. 4500 — VICTIM Act of 2026

This section establishes, within 180 days after enactment, a grant program in the Office of Community Oriented Policing Services to award grants to State, Tribal, and local law enforcement agencies (or groups of such agencies) for activities to improve clearance rates for homicides and firearm-related violent crimes. Grant recipients must use funds for projects including hiring and training investigative and forensic personnel, acquiring or upgrading evidence-processing technology, developing evidence-based programs and performance metrics, retaining experts for Gun Violence Problem Analysis, implementing civil rights safeguards, and supporting officers experiencing trauma from violent crime investigations; the Attorney General must select recipients based solely on their proposed plans to raise clearance rates while ensuring funds reach both rural and urban applicants.
