This section provides the short title of the Act as the “Advancing Menopause Care and Mid-Life Women’s Health Act” and sets forth the table of contents for provisions addressing research, public health promotion, awareness and education programs, training, centers of excellence, reporting, and coordination on menopause and mid-life women’s health.
This section establishes new authorities for research on menopause and mid-life women’s health by adding section 404P to the Public Health Service Act. It directs the NIH Director, acting through the Office of Research on Women’s Health, to coordinate and expand research across NIH institutes on the physical, oral, mental, behavioral, and cognitive effects of perimenopause, the menopausal transition, and the postmenopausal period; prevention of related adverse outcomes; rural-urban health disparities; and integrated pharmacological and non-pharmacological care approaches. The section requires NIH to award grants to eligible entities—including teaching hospitals, accredited health professions schools (such as historically Black colleges and universities and other minority-serving institutions), research institutions, and small businesses—for biomedical innovation, clinician support, and testing of evidence-based treatments. It further requires new Research, Condition, and Disease Categorization entries for menopausal conditions; coordination on 18 specified symptoms and comorbidities (e.g., vasomotor symptoms, osteoporosis, cardiovascular disease, cognitive impairment, and pelvic floor disorders); expanded translational research to accelerate equitable care delivery; and outreach to medical schools and research institutions. The section also adds section 310C to direct expanded public health research on the severity, duration, and chronic effects of perimenopausal, menopausal, and postmenopausal symptoms on mid-life health outcomes.
This section expands public health promotion and prevention activities for perimenopausal, menopausal, and postmenopausal symptoms and chronic conditions in mid-life women. It directs the Secretary of Health and Human Services to award grants to state, local, Tribal, territorial, or accredited health professions entities for early detection, diagnosis, treatment, and care coordination to improve access to primary and specialty care. The section also requires the Secretary to develop recommendations and best practices on mental health and substance use services, reducing health disparities, integrated care models, and patient-centered pharmacological and non-pharmacological treatments, while conducting outreach to providers and oversight of new treatments and AI-based diagnostic tools. It authorizes appropriations of $10 million for each of fiscal years 2027 through 2031.
This section establishes a national awareness, education, and outreach program on menopausal symptoms, mid-life women’s health, and related care, treatment, and preventive services, directed at patients, health care providers, first responders, and stakeholders. The program requires the Secretary of Health and Human Services to disseminate evidence-based materials and technical assistance, help providers identify risk factors and prevent adverse outcomes, address barriers to care, conduct culturally appropriate outreach for Indian Tribes, allow customization by state, local, Tribal, and territorial health departments, prioritize populations in rural and underserved areas with health disparities, coordinate with existing Department of Health and Human Services activities, and develop and maintain a website offering webinars, continuing education modules, fact sheets, and other tailored resources in accessible formats. The section authorizes appropriations of $10,000,000 for each of fiscal years 2027 through 2031.
This section establishes a grant program under which the Secretary awards funds to accredited schools of medicine, nursing, pharmacy, hospitals, and related training programs to develop or expand clinical training for physicians, nurses, pharmacists, and other providers in the care, treatment, and management of perimenopause, menopausal symptoms, and related chronic conditions. This section also directs the Secretary to expand outreach and training opportunities for students and faculty and to coordinate activities with existing Department of Health and Human Services programs. The section authorizes appropriations of $10,000,000 for each of fiscal years 2027 through 2031.
This section establishes Centers of Excellence in Menopause and Mid-Life Women’s Health. It directs the Secretary of Health and Human Services to designate eligible entities, such as accredited institutions that train health professionals, and award grants to develop and distribute evidence-based resources on the care, treatment, and management of perimenopause and menopausal symptoms, including related chronic conditions. The section requires equitable geographic distribution between rural and urban areas, prioritizes entities serving health professional shortage areas or medically underserved populations, mandates annual evaluations and reports, and authorizes appropriations of such sums as may be necessary for each of fiscal years 2027 through 2031.
This section requires the Secretary of Health and Human Services to submit a report to the Senate Committees on Appropriations, Health, Education, Labor, and Pensions, Finance, and Aging and the House Committees on Appropriations, Energy and Commerce, and Ways and Means not later than 2 years after the date of enactment of this Act, and annually thereafter, describing progress on Federal research activities related to perimenopause, menopause, and mid-life women’s health, including data and knowledge gaps, barriers to care and provider training in rural and underserved areas, and recommendations to expand integrated care and public awareness. This section also requires the Secretary to release a separate report on known health disparities and barriers to access to care, management, and treatment services for perimenopause and menopausal symptoms, with recommendations to reduce such disparities and barriers, not later than 2 years after enactment. This section authorizes the appropriation of such sums as may be necessary to carry out these requirements for each of fiscal years 2027 through 2031.
This section directs the Secretary of Health and Human Services to coordinate activities carried out under this Act (including amendments made by this Act) with existing Federal efforts on menopausal symptoms, mid-life women’s health, aging, or public health promotion undertaken by the Department of Veterans Affairs, the Department of Defense, and other Federal departments and agencies.
