S. 454 — Gambling Addiction Recovery, Investment, and Treatment Act

This section establishes a grant program under the Substance Abuse and Mental Health Services Administration (SAMHSA), under which the Assistant Secretary for Mental Health and Substance Use awards grants to states to address gambling addiction, allocating funds among states using the same ratios as for substance use prevention and treatment block grants (42 U.S.C. 300x-21 et seq.) and reallocating any unawarded amounts proportionally among applicant states. It further authorizes the Director of the National Institute on Drug Abuse to award grants for research on gambling addiction and requires the Secretary of Health and Human Services to submit to Congress, not later than three years after enactment, a report on the effectiveness of these programs. For FY2025 through FY2034, the section authorizes appropriations of 37.5% of the amount estimated by the Secretary of the Treasury as taxes received under IRC §4401(a)(1) (i.e., wagering taxes) in the preceding fiscal year for state grants and 12.5% of such amount for research grants.
