S. 463 — Protect Our Letter Carriers Act of 2025

This section states the sense of Congress that United States Postal Service letter carriers must be protected from acts of violence and that the Attorney General should vigorously prosecute any assault against a postal employee.

This section authorizes appropriations of $1.4 billion for each of fiscal years 2025 through 2029 to the United States Postal Service for (1) installing high-security collection boxes and (2) replacing older universal mailbox keys, also known as arrow keys, with electronic versions.

This section directs the Attorney General, in consultation with the U.S. attorney for each judicial district, to appoint an assistant United States attorney in that district with principal responsibility for coordinating and supervising the investigation and prosecution of specified offenses against the U.S. Postal Service (i.e., violations of 18 U.S.C. chapter 83; §§2115, 2116, or 2117; or §111 against a carrier or person entrusted with the mail). The Attorney General must comply within one year of enactment.

This section directs the United States Sentencing Commission, by May 1 following the first year after enactment, to amend the federal sentencing guidelines and policy statements under 28 U.S.C. 994 to treat the assault or robbery of a postal employee—including conduct during immediate flight after the offense if it creates a substantial risk of serious bodily injury—the same as the assault of a law enforcement officer. (Thus, such offenses against postal employees will receive comparable sentencing enhancements as those applicable to law enforcement assaults.)
