S. 474 — Fair Funding for Rural Hospitals Act

This section establishes a minimum Medicaid disproportionate share hospital (DSH) allotment of $20 million for each state for FY2025 through FY2029, notwithstanding the DSH allotment table in SSA section 1923(f)(2) or reductions under paragraph (7). (Thus, for FY2030 and succeeding fiscal years, the minimum equals the prior year's amount increased for inflation per paragraph (3)(A).) As background, DSH allotments fund supplemental Medicaid payments to hospitals serving disproportionate shares of low-income or uninsured patients.
