S. 511 — Protecting Taxpayers’ Wallets Act of 2025

This section amends subchapter IV of chapter 71 of title 5, U.S. Code (governing federal labor-management relations), by inserting new section 7136 to require each federal agency head to charge recognized labor organizations—including those representing Transportation Security Administration (TSA) employees under TSA's personnel management system (49 U.S.C. 44935 note)—a quarterly fee for agency resources used for non-agency (union) purposes. The fee equals (1) the value of "union time" (official time under 5 U.S.C. 7131 and similar) for labor representatives, calculated as each representative's full hourly rate of pay (including benefits and payroll taxes) times hours spent, plus (2) the value of other agency resources provided for union use (e.g., office/parking space, equipment), determined using General Services Administration rates or market rates (pro-rated if also used for agency business); agencies must notify organizations of fees within 30 days after each calendar quarter's end, with payment due within 60 days thereafter, and agencies must transfer payments to the Treasury general fund. (Thus, the provision effectively ends taxpayer subsidization of federal union activities by requiring full-cost recovery.)
