S. 520 — Supporting the Abused by Learning Options to Navigate Survivor Stories Act

This section establishes a new grant increase program within the Services, Training, Officers, and Prosecutors (STOP) Violence Against Women Formula Grant Program (34 U.S.C. 10441 et seq.)—which provides formula grants to states and territories to combat domestic violence, sexual assault, dating violence, and stalking—for states requiring licensure applicants for cosmetologists and barbers to complete free online or in-person training from victim service providers on recognizing, responding to, and referring signs of domestic violence (optionally including sexual assault, stalking, and dating violence). The Attorney General increases such a state's grant under the program by up to 10% of the average of its prior three awards; the increase is for one year (renewable, up to three years total) upon application. The section authorizes $5 million annually for FY2027 through FY2033, to remain available until expended.
