S. 525 — A bill to transfer the functions, duties, responsibilities, assets, liabilities, orders, determinations, rules, regulations, permits, grants, loans, contracts, agreements, certificates, licenses, and privileges of the United States Agency for International Development relating to implementing and administering the Food for Peace Act to the Department of Agriculture.

This section transfers to the Secretary of Agriculture all functions, duties, responsibilities, assets, liabilities, orders, determinations, rules, regulations, permits, grants, loans, contracts, agreements, certificates, licenses, and privileges of the USAID Administrator relating to the Food for Peace Act (7 U.S.C. 1691 et seq.), which authorizes U.S. international food assistance programs (i.e., primarily emergency and private voluntary organization food aid under Title II) to alleviate global hunger and malnutrition. It (1) deems statutory and regulatory references to USAID or its Administrator to refer to the Secretary or a USDA office; (2) authorizes the Secretary to issue amendments to affected regulations as immediately effective interim final rules for program continuity; (3) makes USAID's existing statutory authorities available to the Secretary for Food for Peace Act implementation; (4) excepts the Famine Early Warning Systems Network, requiring the Secretary to continue it or a successor to provide evidence-based famine and flood analyses for food insecurity mitigation; and (5) requires the Secretary to consult with the Secretary of State on Title II authorities (7 U.S.C. 1721 et seq.).
