S. 532 — OPTN Fee Collection Authority Act

This section amends Organ Procurement and Transplantation Network (OPTN) requirements by (1) replacing the 24-hour telephone service with a 24-hour telephone or information technology service to facilitate matching organs with transplant candidates; (2) adding duties for OPTN to encourage integration of electronic health records systems via application programming interfaces among hospitals, organ procurement organizations, and transplant centers—including automated referrals and remote electronic access to potential donor records in compliance with HIPAA—and to consider establishing a public dashboard of transplant and organ utilization statistics updated more frequently than annually; and (3) authorizing the Secretary to collect registration fees from OPTN members for each transplant candidate placed on the national waiting list, with such fees available until expended to support OPTN operations (creditable as discretionary offsetting collections and distributable per appropriations), quarterly public posting of collections and uses, a GAO review and report to specified congressional committees within two years of enactment (to the extent data are available), and authority sunsetting three years after enactment of the OPTN Fee Collection Authority Act. (OPTN maintains the national organ waiting list and computer matching system to allocate donated organs equitably among transplant patients nationwide.)
