S. 537 — Protecting Access for Hunters and Anglers Act of 2025

This section prohibits the Secretaries of the Interior (through the U.S. Fish and Wildlife Service or Bureau of Land Management) and Agriculture (through the Forest Service) from prohibiting lead ammunition or tackle, or issuing regulations on lead levels therein, on federal lands or waters available for hunting or fishing (except as provided in 50 C.F.R. §§20.21 or 20.108, as in effect on enactment). The prohibition does not apply to measures limited to a specific federal land or water unit if the Secretary determines, based on field data from that unit, that (1) a wildlife population decline there is primarily caused by lead ammunition or tackle use, and (2) the measures are consistent with state law or fish and wildlife policy or approved by the state fish and wildlife department. Any such measures must be accompanied by a Federal Register notice explaining compliance with these criteria.
