S. 539 — PROTECT Our Children Reauthorization Act of 2025

This section modifies the National Strategy for Child Exploitation Prevention and Interdiction by requiring its submission to Congress every fourth year (from every second year) and replacing the previous required contents with analyses of current and future child exploitation trends and threats (including new technologies); strategic goals and solutions (e.g., interagency coordination, judicial engagement, legislative recommendations, and private sector involvement); reviews of federal efforts (including DOJ policies, training, and technical assistance); resource estimates for ICAC task forces and agencies such as the FBI, Homeland Security Investigations, U.S. Marshals Service, U.S. Secret Service, U.S. Postal Service, and DOD criminal investigators; detailed reviews of the Internet Crimes Against Children (ICAC) Task Force Program (including task force locations, personnel, grants, arrests, prosecutions, and coordination); assessments of ICAC training needs and federal investigative/prosecutorial activity; and statistical data on child pornography trafficking. This section further amends the National ICAC Task Force Program—which supports regional task forces investigating internet crimes against children, including child obscenity, pornography, and now victim identification—by (1) expanding eligibility to Tribal and military law enforcement, (2) revising grant criteria to require evaluation of task force effectiveness, allow continuation of existing task forces, and strengthen certain requirements (e.g., changing "may" to "shall" for regional coordination), and (3) adding limited liability protections for ICAC task forces, participating law enforcement agencies, and their personnel against civil claims or criminal charges arising from program activities (with exceptions).
