S. 548 — Caribbean Border Counternarcotics Strategy Act

This section amends the definitions in section 702 of the Office of National Drug Control Policy Reauthorization Act of 1998 by (1) adding a definition of "State" to include the States, the District of Columbia, and U.S. territories and possessions; (2) expanding the definition of "demand reduction" to include activities to map, track, dismantle, and disrupt the financial networks of drug trafficking organizations, transnational criminal organizations, and money laundering organizations involved in the manufacture and trafficking of drugs in the United States and foreign countries; and (3) adding a definition of "United States," when used geographically, to include all States, the District of Columbia, territories and possessions, and waters within U.S. jurisdiction. The section further requires the Caribbean Border Counternarcotics Strategy—(1) to set forth the federal strategy to prevent illegal drug trafficking through the Caribbean region into the United States (including through ports of entry, between ports of entry, and across air and maritime approaches); describe relevant agency roles and responsibilities, required resources, and measures to promote legitimate trade and travel; and (2) to address specifically drug trafficking to or through Puerto Rico and the U.S. Virgin Islands (including measures to reduce drug-related violent crime), along with recommendations for additional federal assistance or authorities to address technical, financial, infrastructure, and interoperability deficiencies. (As background, the Office of National Drug Control Policy coordinates the National Drug Control Strategy, which includes required border counternarcotics strategies.)
