S. 560 — EAGLES Act of 2025

This section states congressional findings on the 2018 Marjory Stoneman Douglas High School shooting in Parkland, Florida; the effectiveness of behavioral threat assessment in preventing targeted violence, including a 79% decline in juvenile arrests in trained K-12 school communities; and the 117% increase in training demand (to five times as many participants) and 553% increase in consultations by the National Threat Assessment Center of the U.S. Secret Service from FY2018 to FY2022. It expresses the sense of Congress that fact-based behavioral threat assessment programs, involving local law enforcement, mental health professionals, school personnel, and community members, are among the most effective ways to prevent targeted violence and serve as a fitting memorial to the victims and heroes of the Parkland attack.

This section establishes a National Threat Assessment Center within the U.S. Secret Service, under the direction of the Secretary of Homeland Security, to conduct (1) training and education on threat assessment and targeted violence prevention best practices; (2) consultation on complex threat assessment cases; (3) research on threat assessment and targeted violence prevention; (4) information sharing among agencies and entities with protective or public safety roles; and (5) development of evidence-based programs to standardize threat assessments across federal, state, and local levels. The Center must implement a national targeted school violence prevention program, including (1) research on school violence and threat assessment, with findings published on the Secret Service website and SchoolSafety.gov; (2) training courses for protective agencies, public safety entities, and local educational agencies, with a dissemination plan due within one year of enactment; (3) coordination with the Departments of Justice, Education, and Health and Human Services; (4) consultation with non-federal educational, law enforcement, mental health, and private entities; and (5) an optional interactive website on evidence-based practices. The Secret Service Director may hire additional personnel, including at least one expert in child psychological development and one in school threat assessment, and must submit a report to specified congressional committees within two years of enactment detailing implementation metrics such as staffing levels, training recipients by state and school district, agency assistance, training effectiveness evaluations, research summaries, and a resource dissemination plan. This section authorizes $10 million annually for FY2026 through FY2030, prohibits use of funds for firearms training (without affecting other laws), and terminates on September 30, 2030.
