S. 566 — REPLACE Act

This section amends the critical document fee waiver program (i.e., waivers of federal fees to replace vital records such as passports, birth certificates, and immigration documents lost or destroyed in disasters) under the Disaster Recovery Reform Act of 2018 by (1) requiring the President, in consultation with the state governor, to provide such waivers to individuals and households that receive assistance under section 408 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5174)—the Individuals and Households Program—following a major disaster declaration under section 401 of that Act (42 U.S.C. 5170); (2) directing the Secretary of State and USCIS Director to post notices of waiver availability on their websites; and (3) requiring those officials to submit annual reports to Congress, beginning one year after enactment, detailing the number of waivers granted and associated agency costs.
