S. 574 — Healthy Poultry Assistance and Indemnification Act of 2025

This section amends Section 10407 of the Animal Health Protection Act (7 U.S.C. 8306) by (1) revising the heading of subsection (d) to specify “Compensation for destroyed animals”; and (2) adding subsection (e) to require the Secretary to compensate owners of poultry growing or laying facilities located in a control area (i.e., an area designated by the Administrator of the Animal and Plant Health Inspection Service). Compensation equals the average income from the owner’s five most recent flocks multiplied by the number of flocks the owner was prohibited from growing or laying during the control area period, reduced by any compensation received from a state or other source. Payments must be made within 60 days of the owner’s request. Exceptions from subsection (d)(3) apply, and no payment is available if the owner received compensation under subsection (d) for the same facility, control area, and period.
