S. 576 — One Flag for All Act

This section prohibits displaying any flag other than the flag of the United States on the exterior or in publicly accessible areas (including entryways and hallways) of covered public buildings, defined as federal public buildings, buildings under the jurisdiction of the Architect of the Capitol, military installations, and U.S. embassies or consulates. The prohibition does not apply to 12 specified exceptions: (1) National League of Families POW/MIA flag; (2) Hostage and Wrongful Detainee flag; (3) flags of visiting diplomats' nations; (4) state flags in congressional members' offices; (5) Armed Forces unit, branch, or support flags; (6) U.S. historical flags (e.g., Betsy Ross, Gadsden, Bennington); (7) public safety flags; (8) special national observance flags (e.g., 9/11 memorial, Veterans Day); (9) religious organization flags at military liturgies or ceremonies; (10) federal agency flags; (11) Indian tribe flags (as defined in 25 U.S.C. 5304); or (12) flags of the state, territory, county, city, or local jurisdiction where the building is located.
