S. 580 — Combating CCP Labor Abuses Act of 2025

This section requires the Secretary of Commerce to provide training to Department of Commerce employees who counsel businesses engaged in interstate commerce or foreign direct investment, as determined appropriate by the Secretary. The training must raise awareness of emerging trends and issues in human rights abuses by the Government of the People's Republic of China—including forced labor—against Uyghurs and other ethnic minority populations in the Xinjiang Uyghur Autonomous Region and must be incorporated into existing training to the greatest extent possible, with timing and updates at the Secretary's discretion.

This section directs the Secretary of Commerce to offer guidance to U.S. businesses engaged in interstate commerce or foreign direct investment—including those considering transactions with entities under the control or influence of jurisdictions such as the People's Republic of China (PRC) where significant human rights abuses have occurred—on emerging trends in PRC government-perpetrated abuses, specifically forced labor against Uyghurs and other ethnic minorities in the Xinjiang Uyghur Autonomous Region. The guidance must identify risk factors for such entities, ways to avoid doing business with them, potential reputational, economic, legal, and other risks of transacting with them, and clarify that it is advisory only; the Department of Commerce must incorporate the guidance into relevant counseling services.
