This section revises the timelines and procedures for nationwide consumer reporting agencies to place security freezes on the files of protected consumers (i.e., minors under 18 years of age or incapacitated persons) free of charge upon direct request from the consumer's representative, which must include sufficient proof of identification, authority, and other necessary documentation. It requires the receiving agency to place the freeze not later than 3 business days after receipt by toll-free telephone, secure electronic means, or mail (from 30 days under current law) and to notify each other consumer reporting agency regarding the request not later than 3 business days after receipt; an agency receiving such notification must place the freeze not later than 3 business days after receipt. (Thus, one request triggers freezes across all nationwide agencies.) The amendments take effect 18 months after the date of enactment.
