S. 632 — IHS Workforce Parity Act of 2025

This section revises service obligation options under the Indian Health Scholarships program (i.e., scholarships for Indians pursuing health professions degrees in exchange for service in Indian health programs). (1) The active duty service obligation under the related Public Health Service Act contract may now be met through full-time clinical practice in the Indian Health Service (IHS), programs under the Indian Self-Determination and Education Assistance Act, title V programs, or qualifying private practice serving substantial numbers of Indians; or (2) through half-time clinical practice in those same settings if the obligated period is doubled, with breach damages calculated on a full-time equivalent basis. The section further revises the Indian Health Service Loan Repayment Program, which repays educational loans for health professionals serving in IHS programs. (1) Eligible obligated service is expanded to include, in addition to 2 years (or longer) of full-time clinical practice, either 4 years (or longer) of half-time clinical practice (equivalent to 2 years full-time) or 2 years of half-time clinical practice with loan repayment equal to 50% of the full-time amount; and (2) periods of half-time service are converted to full-time equivalents for breach damages calculations.
