S. 65 — Constitutional Concealed Carry Reciprocity Act of 2025

This section establishes a new section 926D in chapter 44 of title 18, U.S. Code, requiring reciprocity for concealed carry of handguns (other than machineguns or destructive devices) that have been shipped or transported in interstate or foreign commerce. Notwithstanding state or local law, it permits (1) individuals not prohibited by federal law who hold a valid concealed carry license or permit issued by their state of residence, and (2) individuals so entitled in their state of residence without such a license or permit, to carry concealed in any other state that either authorizes concealed carry licenses or permits or does not prohibit concealed carry by residents for lawful purposes, subject to that state's conditions and limitations applicable to residents (except eligibility to possess or carry); in states issuing restricted licenses, out-of-state carriers receive terms of an unrestricted license. The provision takes effect 90 days after enactment, includes a clerical amendment to the table of sections and a severability clause, and does not preempt state laws on license issuance.
